This is a spinning Cherubim. The eyes go all over and get you what you want. Mainly though these are for protection and deliverance of messages to the other side for help and guidance. If you speak to them you can ask for things but again the main thing is protection.
The Cherubim are loving but they do look a lot different than other angels, it's all those eyes.
